Organizational Structure
On functional basis, the department is broadly classified in three sections, viz., Administrative, Rituals, and Archive. Under the administrative covers the account, scholarship, sponsorship, and research divisions.
As the name suggests, the account section is responsible for keeping proper records of transaction done by department. It has to prepare budget estimate on end of each year and submit it to Cabinet, through which the approval of Tibetan parliament in exile is sought. Keeping the account books updated and ready for auditing is another important responsibility of this section.
Scholarship division overlooks the function of recording, classifying, and dispatching of scholarship money to monks and nuns. Since many years this section is overseeing programs like scholarship to new escapee Tibetan monks and nuns, and scholarship for Russian and Mongolian students. The section responsibility is to maintain records of scholarship recipient list, provide statistical information to authorities, and coordinate with settlement offices in disbursing scholarship to monasteries and nunneries.
Sponsorship section task is to find donor or supporter for the various long-standing support programs of DoRC. It has to make project proposal and coordinate with Department of Finance, through which major donation is received for scholarship for new escapee monks and nuns. The other function is to relate with charitable organizations and individuals extending support to our programs.
Research division is formed whenever a research works are needed. It has to submit report and carry out the works related to the subject. It is directly responsible to the administrative division. Presently, the section is involved with "Bhikshuni Ordination Lineage".
Ritual section is concerned with duly performing of rituals and prayers for national interest, and coordinating with important religious entities. Some of the important timely prayers and rituals performed under the auspices of DoRC, through this section, are Chotrul Monlam Chenmo, Guru Bum-Tsok, and Sa-ka Dawa Choebul (the offerings during parinirvana anniversary of Lord Buddha). Whenever the oracle and/or high lamas give transmission (ka-lung) to do ritual offerings and prayers for national interest, the section has to implement such activities. The organization of religious conferences and coordinating with religious associations is another important responsibility of the section.
Archive section is a new creation; incepted during the tenure of 12th Cabinet. The task of the section is to establish and maintain an archive for CTA. Working under the supervision of minister and secretary of DoRC, the section presently maintains a makeshift office storing the already assorted important documents of some CTA departments. DoRC is looking forward, in due course of time, to have a separate archive building under this section.
There are 14 staffs in DoRC at present, which are managed and supervised by a Minister and an Executive Secretary. The staff includes: 2 additional secretary, 1 deputy secretary, and 3 under secretary, 1 section officer, 1 office superintendent, 2 office assistant, and 2 senior clerk.
