Top Indian Govt. Officials, Academicians Train Young Tibetan Bureaucrats on Good Governance

The 10-day intensive training for a group of 20 young officials of the Central Tibetan Administration on good governance concluded today, as the Himachal Pradesh Institute of Public Administration (HIPA) which hosted the event described it as very successful.

Shimla: The training was an important initiative taken by the Public Service Commission to train officials of the administration to carry out their administrative duties more effectively and efficiently. The training was hosted by HIPA, which is beautifully nestled in the majestic hills near Dalli, about 12 km from Shimla.
Addressing the valedictory function at HIPA, Course Director Dr. Gopal Krishan Sanghaik attributed some important parameters to the successful training. He said the success was due to extensive interaction from the participants, and the selection of courses and resource persons which was done in consultation with Mr T G Negi, Principal Secretary to the Government of Himachal Pradesh.
"I am very much satisfied and happy that the participants have learned a lot," Dr Gopal Krishan said, adding, "I hope that the managerial skills and knowledge that you have learned would definitely help when you resume your duties."
Secretary Nangsa Chodon expressed her deep gratitude and appreciation to the government of Himachal Pradesh and HIPA for hosting CTA officials in imparting techniques of all aspects of management and good governance.
She praised and thanked the course director for arranging wonderful accommodation, and making participants feel comfortable and peaceful during the entire duration of training.

"We appreciate Mr. Gopal Krishan for his dedication in organising the training, and for inviting eminent resource persons consisting of senior officials and academicians of the Himachal Pradesh government," Secretary Nangsa Chodon said.
She also thanked Mr. T G Negi for his offer of help and guidance to the officials of Central Tibetan Administration.
Thanking the participants, she said the training, no matter how long or short in duration, would greatly help the Tibetan bureaucrats in discharging their duties.
Speaking on behalf of the participants, Tenzin Palden, Tibetan settlement officer at Herbertpur in Uttrakhand, said "we would strive to put into practice what we have learned during the training."
"We thank HIPA for making the training a meaningful experience for the officials of Central Tibetan Administration," Palden added.
In his brief address, Mr T G Negi, who took leading role in organising the training said, the government of India felt highly privileged to train CTA officials.
He said the people of Himachal Pradesh have been enjoying great experience from the expertise of Tibetans, especially in the field of Tibetan medicine.
He advised the young officials of Central Tibetan Administration to keep on learning and to improve their qualifications in different specialised fields of studies.
Recommending the CTA to adopt e-governance given its success in Himachal Pradesh, Mr Negi said the health and education must be strengthened in the Tibetan community.
Secretary Nangsa Chodon presented souvenirs as a mark of gratitude to HIPA, Mr. T G Negi and Mr. Gopal Krishnan.
A battery of senior officials of Himachal Pradesh government, experts and academicians, taught the participants on principles of public administration, administrative reforms, policing and crime, financial management and government, media and government, creativity and its management, Gandhian management, E-governance etc.
During the training, the participants asked a plethora of questions on ways to strengthen good governance, and sought guidance on how to get support from the local Indian administration.
