1. New Health Secretary takes charge

Mr. Tenpa C. Samkhar, former Kashag Secretary for political affairs assumed office of Health Secretary of the Tibetan Government-in-Exile on April 19, 2002. The handing over of responsibilities between the incoming Secretary and the outgoing Secretary Mr. Tsering Dorjee Deshar took place between April 19 to 21.

The former Health Secretary Mr. Tsering Dorjee has been transfered to Department of Finance as the new Finance Secretary. The handing over between the incoming and outgoing secretaries was overseen by Rev. Karma Gelek Yuthok, the Education Secretary of Tibetan Government-in-Exile. The handing over process went smoothly and successfully. On the morning of 20th April’ 2002, the Department of Health organized a welcome reception for the new Secretary which was attended by all the staff members of the Department.

In his inaugural address, Mr. Samkhar complimented the good work done by the outgoing Secretary and all the staff members of the Department. He concluded his remarks mentioning that the Department shoulders a very crucial responsibility as it has to look after the health of the entire nation rather than few individuals or families.

The formal welcome reception to the new Health Secretary and farewell to the outgoing Secretary took place at the staff mess in Gangchen Kyishong on 15th of May’ 2002 after the return of Hon. Health and Finance Minister Mr. Lobsang Nyandak Zayul from his tour to the United States.


2. Health Secretary visited Ngoenga school

The new Health Secretary Mr. Tenpa C. Samkhar soon after assuming his office as the new Secretary visited the Ngoenga School for Tibetan Handicapped Children near Dehra Dun in Uttranchal.

The School is the only one catering to the special needs of disabled children in our community. The visit is to observe the functioning of the School and to discuss future development needs of the School.

Mr. Samkhar left Dharamsala on 22nd April and reached Ngoenga school the same evening. He spent two days at Ngoenga School during which he had several rounds of discussions with the Director of Ngoenga school, Ms. Tsering Choedon and her staff on various issues including further development of the school.

The new Health Secretary also paid an inspection visit to the nearby Dekyiling Tibetan Health centre and the Tibetan Medical branch clinic and had an informal discussion with the staff. On his way back to Dharamsala he visited the primary health centre at Paonta Sahib Tibetan settlement and had discussions with the Representative, community health worker and the members of the local Tibetan Assembly concerning health issues in the settlement.


3. Leprosy training to nurses & community health workers

A 2-tier leprosy training on introduction to Leprosy was organized by the Department in collaboration with German Leprosy Rehabilitation Association (GLRA, India) at Dharamsala for the community health workers and nurses of Himachal Pradesh and Doon valley. More than twenty community health workers and nurses from Himachal Pradesh and Doon valley attended the training. Mr. Sudhakar Bandyopadhyay, a leprosy consultant at GLRA, Kolkata was the resource person for the training.

A similar training was also organized at Norgyaling Tibetan settlement in Maharashtra and was attended by community health workers of Norgyaling Tibetan settlement, Mainpat, Orissa and Varanasi Tibetan settlements. During the training the participants went around in the settlement and gave health education to the people on leprosy.


4. Psycho-Social training to school foster mothers

The north group ‘A’ and ‘B’ of Tibetan Torture Survivors Program (TTSP) of the Department conducted separate trainings to foster mothers of Tibetan Children’s Village School, Suja and TCV school, Gopalpur.

The training focussed on creating mental health awareness, different stages of mental disorders, care of traumatized children and health and hygiene as the majority of the children in these schools have arrived from Tibet and most of them have undergone some form of traumatic events in their past life. The trainings were marked by interactive discussion and heightened the knowledge of the home mothers on care of children specially subjected to trauma of any origin.


5. Leprosy Survey in Tibetan settlements

A major leprosy survey was conducted by the Health Department in collaboration with the German Leprosy Relief Association (GLRA), Chennai in four Tibetan settlements in South India i.e Bylakuppe, Hunsur, Kollegal and Mundgod from 7th June to 13th June ‘2002. The survey was conducted by a team of 15 staff of GLRA, Chennai led by Mr Ramana and community health workers of the respective settlements.

6. Day Against Torture Observed

Photo © health The Department on 26th June ‘2002 observed United Nations International Day in support of victims of torture. In the morning a brief function was held in the staff mess, Gangchen Kyishong and was attended by more than 140 Tibetan torture victims. The Health & Finance Minister and the Health Secretary were also present and presided over the function. A simple lunch was hosted to the participants. In the evening, despite unpleasant weather, a candle light vigil was held to honour all the political prisoners with special prayer for political prisoners in occupied Tibet. It was attended by people from all walks of life.


7. Reproductive health and Mental health supervision visit

Reproductive health officer Ms. Tsering Lhamo along with Mental health counselor Ms. Tenzin Bhuti visited Tibetan settlements in Paonta Sahib and Doon valley to supervise ongoing reproductive health program in the settlements; see the mental patients and working of the mental health network referral system established a year ago. They also conducted one day training to the nurses, community health workers, lab. techs., dental therapist and the cooks of THF school, Mussoorie on universal precaution (UP) and on proper disposal of clinical wastes. Before returning to Dharamsala they spared time to visit psychatrist Dr. R.K Kaul of Himalaya Medical Institute, Dehra Dun to thank him on behalf of the Department for taking special care of mentally ill Tibetan patients.


8. Tibetan Delek Hospital received award for social service

The Tibetan Delek hospital in Dharamsala received an award from Rotary Club, Dharamsala in appreciation for their cooperation in providing health service to the local Indian community. The award was presented at a function held at Hotel Dhauladhar in Dharamsala to mark 20th founding anniversary of Rotary Club Dharamsala. Mr. Bawa, the District Governor of 3070 district Rotary Clubs was the chief guest on the occasion. Dr. Tsetan Dorji Sadutshang, CMO/ Adm. of Tibetan Delek Hospital received the award on behalf of the hospital.


9. Free Cancer Detection Camp in Dharamsala

A three month ‘Free Cancer Detection Camp’ has been organized jointly by the Tibetan Medical and Astro Institute, Dharamsala and Cancer Detection Society of India for cancer patients in and around Dharamsala. The inaugural ceremony was held at the branch Tibetan medical clinic Mcleod Ganj and was attended by the Health Secretary Mr. Tenpa C. Samkhar, Dr. Suraj Verma, President, Cancer Detection Society of India, Mr. Samdup Lhatse, Director, Tibetan Medical and Astro Institute, Dharamsala, Dr. Tsetan Dorji Sadutshang, CMO/Adm., Tibetan Delek Hospital, Members of Rotary Club, Dharamsala and other dignitaries. Mr V.K Bhatnagar, IAS member, Tribune Government of Himachal Pradesh was the chief guest on the occasion. The camp proves to be extremely beneficial in detecting various cases of cancer at early stages. The Department of Health, CTA would like to thank Dr. Suraj Verma, President, Cancer Detection Society of India and Mr Samdup Lhatse, Director, Tibetan Medical and Astro Institute, Dharamsala for conducting the three-month long free Cancer detection camp-first of its kind taking place in Dharamsala.


10. Drug awareness workshop

A three day (28th-31st May) drug & HIV/AIDS awareness workshop was organized by Tibetan Primary Health Centre, Bir by inviting staff from Kunphen, a Dharamsala based NGO for substance dependence, HIV/AIDS and HRD. Besides the Executive Secretary of Primary Health Centre, Bir and the Representatives of the three settlements, approximately four hundred people from the settlements attended the workshop. The paricipants of each of the settlement presented the problems confronted by them in their respective settlement with regard to use of drugs and alcohol and sought solutions on how to overcome those problems. The Kunphen staff shared their own experiences as a result of indulging in alcohol and drugs and how they managed to overcome the problem. The Representatives, the Executive Secretary and the participants expressed gratitute to Kunphen staff for coming to their settlements and conducting the workshop and the Department for covering the expenses for the workshop.


11. Visitors to Department

Ms. Lucy Cawthorne of Tibet Foundation, U.K visited the Department and met the Health Minister, Secretary and Joint Secretary and held discussion on funding of health programs.

Swedish Amnesty Fund staff Ms. Gunilla Odin & Ms. Isabel Kelly visited the Department and met the Health Secretary and staff of Tibetan Toture Survivors’ Program of the Department and discussed on the functioning of the project. They also visited the project beneficiaries in Dharamsala and interviewed them.


12. World Health Day Observed

7th April is observed as World Health Day world wide every year including the Tibetan community in exile. This year too the day is celebrated in most of the Tibetan schools and settlements. Various health activities were organized on the day to create health awareness amongst the people and to change their attitude and behaviour. At a function organized in Mcleod Ganj in Dharamsala attended by large no. of people and school children, the Welfare Officer read the message of Hon. Health minister on the occasion. Mr.Ajay Singh Mankotia, President, Indo-Tibetan Friendship Society, Dharamsala was the chief guest on the occasion. Besides the chief guest, Dr. Pema Dorji, General Secretary, Tibetan Medical & Astro Institute and Mr. Yusuf Naik, Joint Secretary, Health Department were present on the occasion. Following the function, a run for health rally was organized by the Tibetan Welfare Office Dharamsala and Health Department in consonance with this year’s World Health Day theme i.e; “Move for Health”. The run was flagged off by the chief guest on the occasion Mr. A.S Mankotia and Joint Secretary Mr. Yusuf Naik.


13. Staff Update

Ms. Yeshi Wangmo joined the Department as the new Deputy Secretary. She replaced Ms. Tsewang Dolma Shosur who was transfered to Home Department.

Mr. Pema Tsering, our office peon retired after more than 10 years of service.

Ms. Karma Lhamo joined the Department after completing three years of general nursing and mid-wifery course. She was posted at Primary Health Centre, Tashi Palkhiel in Nepal.

Mr. Sonam Damdul, community health worker of PHC Kamrao took one year leave from service.

Ms. Tsamchoe Dolma, cashier of PHC Bhandara was trained and later appointed as community health worker of PHC Bhandara.

Ms. Pema Rigzin and Ms. Chungdak has been appointed as foster parents at Ngoenga School for Tibetan Handicapped Children near Dehra Dun in Uttranchal.
