1. Health minister visited Ngoenga school

Health minister Mr Lobsang Nyandak Zayul along with the Health secretary Mr Tsering Dorjee Dheshar visited Ngoenga school for Tibetan handicapped children near Dehra Dun in Uttranchal. They were received by the settlement Welfare officer, Medical officer and Health coordinator, Dekyiling Tibetan Health Centre and the Secretary, Ngoenga School for Tibetan Handicapped Children.They met the children and the teachers of the school and inquired about the nature of the handicap of each children and their education.They met the Director, Secretary and the staff and discussed about the immediate requirements of the school, and explained about the future plans of the school. The minister emphasized on imparting skill based training to the children in various arts and handicrafts depending on their age and the nature of their handicap. Later they visted Dekyiling Tibetan Welfare Office , Health Centre, Tibetan Medical clinic. They met a destitute family in the settlement and agreed to offer al- lowance from the Deparment for at least one year. They also paid a visit to Tibetan Women’s Centre, Rajpur. A farewell dinner was hosted by the school in honour of the Health minister and the Secretary.


2. Ngoenga school celebrated World Disabled Day

On 3rd December is observed as World Disabled Day. As else where in the world, the day was also observed at Ngoenga school for Tibetan handicapped children, Dehra Dun.This is the first time the school celebrated the day since its inception a year ago. The former chairman of the Kashag Kasur Sonam Topgyal was the chief guest on the occasion. The former Health minister Kasur Samkhar Y.Dhashi and Mr Toshio Ishimaru of Tibet Friend Hokkaido, Japan were also present on the occasion. The day was celebrated with a brief function followed by games and sports, songs and dance by Ngoenga children and distribution of gifts to the children. The children had great fun and enjoyed the day very much.


3. Health secretary attended annual meeting

Annual health meeting of welfare officers and health workers of Tibetan settlements in Himachal Pradesh was convened by Tibetan Delek hospital on November 23, 2001. Besides the welfare officers and health workers of Tibetan settlements in Himachal Pradesh the Secretaries of Home and Education Department were also present during the meeting. Secretary of Health Mr Tsering Dorjee was the chief guest on the occasion. Mr Tsering Dorjee thanked the staff for their cooperation and effort to improve the health of the people and emphasized the need for further improvement.


4. Community health worker refresher training

In order to upgrade and familiarize the community health workers with new concepts and techniques in patient care the Department organized a refresher course for two weeks for community health workers of Nepal from Oct 19 to Nov.1’2001. The training was held at Kunpheling Tibetan settlement in Ravangla in Sikkim.The training course include concept of health education, communicable disease including TB and Leprosy, Maternal and Reproductive health, Nutrition, and non-communicable diseases notably Hypertension and Peptic Ulcer diseases. Fifteen community health workers from various Tibetan settlements in Nepal attended the training. Medical consultant of the Department Dr. Ngodup and Medical officer of DVT Hosptal, Kollegal Dr. Tsering Dorjee were the resource persons during the training


5. TB control program supervisory & health education visit

Medical consultant and TB Project officer of the Department Dr Ngodup paid visit to settlements and schools in NorthEast and Central India to supervise the ongoing TB control Program activities and provide health education to the people. He visited Sonada, Kalimpong, Darjeeling, Pokriabong, Dali monastery clinic, Tibetan Refugee Self Help Centre, Ravangla, Orissa, Bhandara and Mainpat. During the visit TB and general patients were examined and necessary guidelines and treatment were instituted. Health education was given to the school children and public.The TB Incharge of the respective areas were explained about the recording and reporting of TB data under the revised TB data recording and reporting system.


6. TB refresher training

A 2-day refresher training on TB data recording and reporting was organized at Poanta Sahib from 15-16 December’2001. The objective of the training is to provide feedback and make necessary correction in TB data recording and reporting by the participants after the introduction of revised TB data recording and reporting system. It was attended by TB incharge of Doon Valley, Poanta Sahib, Sataun, Puruwala, Dolanji, Dellhi, Dalhousie, Shimla and Manali. Dr Ngodup, Mr Kalsang Tsering and Mr Migmar Tashi of TB and Data unit were present to provide input to the participants.


7. New arrival training

A basic health and hygiene training was organized to a first batch of 15 girls belonging to Sherab Gatsel Lobling, Dharamsala at Dekyiling. Dr Lobsang Tsering MPH graduate from Johns Hopkins university USA and medical officer of Dekyiling Tibetan Health Centre was the instructor for the training. The main objectives of the training are; to make the newcomer students aware of the basic health concepts especially in relation to personal and community hygiene, health prevention and promotion activities including vaccination; to teach basic skills that will help them in early recognition of danger signs of common illnesses so that they could take the sick people to the nearest health centre at the earliest and to train them as health educator when they return to Tibet.The training is funded by the United States Humanitarian Assistance(USHA).


8. Psycho-social training

A psycho-social training was conducted at Dharamsala from Oct 29 to Nov 6’2001.This is the last part of series of Refresher and Training of trainers training since the Tibetan Torture Survivor’s Program funded by DANIDA(Danish International Development Agency) was first launched in 1997. The training was attended by 23 participants comprising of traditiional and allophathic doctors, nurses, social workers, health coordinators, and community health workers.Mr Ulrik Jorgensen and Ms Anne Vivike from Denmark were the resource persons during the training. The training concluded with the presentation of certificates by the Secretary, Department of Health. Earlier, psycho-social awareness trainings to target groups were held by the north and south group of Tibetan Torture Survivor’s Programme. The north group gave 2-day training to 20 monks and 22 nuns at Dekyiling and Manduwala Tibetan settlement.The South group gave training to camp leaders and representatives of non governmental associations in the settlement at DTR hospital, Mundgod.


9. New health clinic opened

A new health clinic was opened at Namgyal Tantric college in Dharamsala in the presence of Health secretary Mr Tsering Dorjee and Ven. Khen Rinpoche, Namgyal Tantric college. As requested, the Department would finance the clinic for one year. Community health worker Mr Nyima Tsering has been posted at the new health centre.


10. World AIDS Day observed

World AIDS Day was observed on 1st December 2001 in most of the Tibetan schools and settlements. In Dharamsala, the public health unit of Tibetan Delek hospital and Reproductive health officer of the Department Ms Tsering Lhamo launched an AIDS awareness campaign to educate the public on prevention and care of HIV-AIDS and other Sexually Transmitted Diseases.

12. Visitors & Field visits

Ms Jennifer Greenfield of Gere Foundation, USA visited Dharamsala and held discussion with the Health minister and the Secretary on the current operation and future development of Tibetan Health Plan launched by Gere Foundation,USA.

Mr Toshio Ishimaru of Tibet Friend Hokkaido, Japan arrived at Dharamsala and was received by the Health secretary Mr Tsering Dorjee at Pemathang guest house, Mcleod Ganj. Mr Toshio Ishimaru and Tibet Friend Hokkaido, Japan are helping Ngoenga School.

Health minister Mr Lobsang Nyandak Zayul along with the Health secretary Mr Tsering Dorjee Dheshar visited Tibetan Delek hospital and Tibetan Medical and Astro Institute in Dharamsala. This is the first official visit by the Health minister to the above insititutions after assuming office in September 2001.

Health secretary Mr Tsering Dorjee visited Bir Tibetan Primary health centre to inspect and discuss on health centre renovation. He also met some bed-ridden patients in the settlement.


13. Farewell to outgoing staff

A farewell dinner was hosted to the outgoing staff Mr Phurbu Tsering and Ms Yangchen Dolma at Gangkyi staff mess. Mr Phurbu Tsering was transfered to Tibetan Election Commission while Ms Yangchen Dolma was transfered to Department of Information and Int. Relations. The farewell dinner was attended by the Health minister, Secretary and the Staff of the head office. The staff who had come from various hospitals and health centres for a training were also invited to the dinner. The secretary thanked the outgoing staff for their hard work and contribution to the Department during their tenure in the department and wished them good luck.


14. Health staff attended AIDS conference and workshop

Mr Pemba Labrang Incharge, Primary health centre Bhandara along with Mr Sonam Nyendak, accountant MTCS, Bhandara attended a day long AIDS conference and workshop organized by the Indian Medical Association(IMA). The conference and workshop was held at Gondia in Maharashtra. More than 120 participants from various places attended the one day conference and workshop. The Tibetan delegates had a good opportunity to interact with the distinguished delegates from various places. The organising committee appreciated the Tibetan delegates for their participation in the conference and workshop.
