Administration of Hospitals and Primary Health Centers
There are currently seven hospitals, five Primary Health Centers (PHC), forty seven clinics, two mobile clinics covering seven remote areas in Ladakh and the other for the Doon Valley and a School for children with special needs. All these have a total of 288 staff members that fall directly under the jurisdiction of the DoH. Doctors, Executive Secretaries, nurses, health workers and other health related staff members in these hospitals and PHCs are directly appointed by the DoH as per the stipulated rules and regulations. The DoH also bears all necessary expenses for running these hospitals and PHCs including salaries of medical and para-medical staff and other recurring as well as non-recurring expenses. Implementations of special projects in the interest of primary health care services are also being undertaken by the DoH. The Department also affects transfers of Doctors, Executive Secretaries, and nurses.
The Health Kalon and the Health Secretary on an ex-officio basis are the Chairman and Vice-Chairman of the Board of Directors (BODs) of both the Tibetan Medical and Astro Institute and the Tibetan Delek hospital, both located in Dharamsala, Himachal State. All important decisions made by the BODs therefore are being thoroughly discussed and approved under the Chairmanship of the Health Kalon and the Health Secretary. Men-Tsee-Khang, the Tibetan Medical and Astro Institute has 47 branch clinics in India and Nepal.
